Civic issues
Topics getting the most attention in Newport Beach public meetings, ranked by how frequently they come up.
Tandem parking rules
Vice Chair Salene flagged that two-car tandem garages often end up with only one car actually parked inside, spilling parking onto streets. He asked staff to study whether parking requirements should be adjusted for projects with lots of tandem parking.
29 Linda Isle residence proposal
REP Holdings 2025 LLC has a residence application pending at 29 Linda Isle, now in public notice. Linda Isle neighbors will get a chance to comment before any decision.
Klou Day Spa at 4229 Birch Street
A day spa is proposed for Suite 100 at 4229 Birch Street, with public notice now posted. Local business neighbors can weigh in before it moves forward.
Utility/mechanical room floor-area exemption
The city wants to restore a rule letting the director carve out up to 10% of a building's floor area for mechanical rooms, so boiler and server rooms don't eat into what developers can build. It heads to the council on November 17.
Corona del Mar Corridor Study Moving to Zoning Changes
Staff proposes CDM-specific zoning: faster restaurant approvals, new wine-bar category, lot consolidation bonuses, up to 30 apartments over shops, design guidelines and a parking in-lieu fee. Residents fear losing the village's character, housing in the corridor, late-night noise and worse parking spillover; commissioners mostly liked land-use ideas but balked at the fee.
Reef View Circle setback map correction
Three homes were saddled with 34- and 39-foot setbacks from a 1970s mapping error, shrinking their building pads. The fix drops them to 10 feet, matching the original intent, and moves to the City Council.
Short-term rental regulation
Multiple speakers blamed — and defended — short-term rentals for the July 4 chaos. Weigand floated an ad hoc committee to consider permit caps, longer minimum stays, remote check-in bans, camera requirements, and higher trash fees.
Mixed-use zoning barriers (REAP 2.0 study)
A state-funded study found mixed-use projects in the city just don't pencil out financially — likely why little has been built since 2010. The council decided to shelve it rather than amend the zoning code right now.
Newport Beach 2050 General Plan adoption
The council adopted the city's vision document through 2050, seven years in the making, with no changes to land use or development limits. Residents asked about population growth assumptions, traffic planning, and ongoing review of the plan.
Housing overlay in the coastal zone
The council finalized the housing opportunity overlay for the coastal zone, the last step in the state-certified housing element — a plan Jim Mosher warned may not meet its 40% affordability assumptions and faces a November ballot initiative.
